I've been following the "broadband" component of the stimulus bill closely. (I'm not using the term 'rural broadband', because the definition of just what the broadband portion of the bill will target keeps changing.) As of today, broadband investment for underserved areas is still in the package. The amount has been cut in the Senate from $9 billion to $7 billion, but the terms have been tweaked in a way that makes it more likely a significant portion of the funds will go to rural areas. (Wording that would have enabled Verizon, for example, to use the tax breaks to offset its already-planned FIOS rollout to suburban areas has been tightened.)
